Ulysees was born and raised in Altus. He is a 1992 graduate of Altus High School. Ulysees attended Western Oklahoma State College obtaining his Associates Degree in Law Enforcement in 1994.
Ulysees then joined the United States Army enlisting in 1996, Ulysees's enlistment was a 2 by 2 program. Ulysees completed a 2 ½ year active-duty enlistment being stationed at Ft. Campbell, KY. Upon completion of his initial enlistment obligation Ulysees returned to Altus and completed a 2 ½ year enlistment with the Oklahoma National Guard unit at Altus.
Ulysees then attended Mid-America Christian University majoring in Criminal Justice Management and Ethics.
Ulysees first employment with a law Enforcement agency was in 1999 with the Oklahoma County Sheriff Office where Ulysees worked as a Detention Officer for 2 years, during his 2 years there he became a shift leader and member of the SERT Team; Sheriff Emergency Response Team.
Ulysees started with the Jackson County Sheriff Office July 1, 2003 as a Jailer. Since then, Ulysees has been promoted to Deputy Sheriff completing CLEET's Basic Officer Academy in February of 2006. Ulysees continued his duties as a Deputy Sheriff until June 1, 2012 when he was promoted to Jail Administrator. Ulysees remained the Jail Administrator until July 1, 2020 where at that point Ulysees returned to patrol duties as a Deputy Sheriff.
November 1, 2023 Ulysees was promoted to be the Undersheriff for Sheriff Stacy Randolph, the both of them have worked together for the last 20 years, serving the citizens of Jackson County.
Ulysees and his wife, Christie live in Altus, they have two sons, one daughter in law and three grandchildren all boys.
